The TTOC has no right to develop a Track & Field plan

The TTOC has no right to develop a Track & Field plan!
This is not the function of the TTOC. To attempt to do this is to undercut the functions of its affiliates. This takes away their ability to plan and develop their own discipline. The TTOC has all the Olympic sports under their jurisdiction. Why single a Track&Field bias?
The IOC's function/role is to: 

1.) Encourage and support the promotion of ethics in sport as well as education of youth through sport and to dedicate its efforts to ensuring that, in sport, the spirit of fair play prevails and violence is banned; 
2.) Encourage and support the organization, development and coordination of sport and sports competitions; 
3.) Ensure the regular celebration of the Olympic Games; 
4.) Cooperate with the competent public or private organizations and authorities in the endeavor to place sport at the service of humanity and thereby to promote peace; 
5.)Take action in order to strengthen the unity and to protect the independence of the Olympic Movement; 
6.) Act against any form of discrimination affecting the Olympic Movement; 
7.) Encourage and support the promotion of women in sport at all levels and in all structures with a view to implementing the principle of equality of men and women; 
8.) Lead the fight against doping in sport; 
9.) Encourage and support measures protecting the health of athletes; 
10.) Oppose any political or commercial abuse of sport and athletes; 
11.) Encourage and support the efforts of sports organizations and public authorities to provide for the social and professional future of athletes; 
12.) Encourage and support the development of sport for all; 
13.) Encourage and support a responsible concern for environmental issues, to promote sustainable development in sport and to require that the Olympic Games are held accordingly; 
14.) Promote a positive legacy from the Olympic Games to the host cities and host countries; 
15.) Encourage and support initiatives blending sport with culture and education; 
16.) Encourage and support the activities of the International Olympic Academy (IOA) and other institutions which dedicate themselves to Olympic education.

The TTOC has no right to develop a Track & Field plan. They should encourage and facilitate the National Governing Bodies to produce these plans as that is their remit. The issue is that the Michael Johnson program is laudable but untimely. The methodologies for those plans are based on a pathway model from cradle to grave. The cradle starts with talent id and development. If we cannot get that part right how on earth we can get the high performance right. This requires a proper structure, systems; technology that is cutting edge, in-depth research, equipment, coaching, strength training, and conditioning that is also cutting edge, sport science personnel and qualified sport medicine doctors, a long-term athlete development plan, and major capital injection. A seamless approach of harnessing athletes coming through primary and secondary schools. A philosophy of being Coach driven, athlete centered, and administratively supported.
Should The TTOC position itself to be a facilitator? Yes!
The question presupposes that the TTOC:
1.      Is not participating in the self-promotion episodes of its President Brian Lewis.
2.      Focuses on Olympism and the structure of good governance utilizing parliamentary protocols.
3.      Showcase the singleness of sports development purposes.
4.      In some form or another will engage its affiliates in profound conversations.
5.      Cancel meaningless, unadvertised, untimely and non-relevant workshops.
6.      Consider the basic dynamics of the IOC in all-inclusive dialogue with the Sports Company, Ministry of Sports, Ministry of Education, NSOs, clubs and local institutions of higher learning.
 There are currently about 160 IOC affiliates, their national Olympic Committee have some vested interest in the Olympics.
Some also have different objectives. Some are just happy to be IOC members. Some only represent their country or sport in name .Yet others are trying to steer business their way. Some are authoritarians who just want power. Mix all these combustible ingredients in a loose, free-flowing structure and you never know what you'll get. This illuminates how the TTOC has made some idiotic decisions such as: Handling: the Rio 2016 Chef de Mission Issue. The Rio 2016 Gymnastic Issue ,the cycling Issue ,The Rio 2016 damage control Issue ,The Rio 2016 NSO reports. The isolation of NSOs other than NAAA .The projected dependence on Track & Field only for international medals. The 10/24 Gold Medal Issue. The Michael Johnson Visit with Track& Field bias. Etc.
