THE TTOC DOES NOT HAVE THE AUTHORITY TO SELECT
 
The TTOC has faltered miserably in its understanding and execution of its duty to function as the overseer of sports in the country.
The TTOC does not have the authority to select any athlete for competition. However, in its capacity as overseer of the Olympic movement, it has the power of veto of the amount of participants for competition based on financial liberty to represent the country. This means: that an NGB submits a team of 20. The TTOC can now say, we can only accommodate 10. Select your most formidable 10. 
The # 1 mission of the National Olympic Committees (NOCs) is to develop, promote and protect the Olympic Movement in their respective countries. 
The NOCs promote the fundamental principles of Olympism at a national level within the framework of sports. NOCs are committed to the development of athletes and support the development of sport for all programs and high performance sport in their countries. They also participate in the training of sports administrators by organizing educational programs.
Another objective of the National Olympic Committees is to ensure that qualified athletes from their respective nations attend the Olympic Games. The NGB does not have that prerogative.
However, Only an NGB is able to select individual / teams and competitors for participation in the Olympic Games. The TTOC does not have the right of authority to select individuals/teams for the games. The TTOC must abide by the recommendations of its affiliate bodies.
National Governing Bodies are organizations that look after all aspects of their individual sports. The NGBs are responsible for training, competition and development for their sports, as well as nominating athletes to the Olympic, Paralympic, Youth Olympic, Pan American Games.
The TTOC Olympic Committee has no jurisdiction over the IAAF’s Elite Athletes’ programs.
 The Elite Program consists of regional and national training programs and competitions designed for athletes aspiring to represent their country in international competition. Athletes participate at Developmental, Open, Pre-Elite, and National Team training camps. Only athletes at the National Team level are called "elite gymnasts".
This is how the United States conducts their business operations. THE TTOC should take note!
Annual elite-level competitions include the American CupU.S. Classic, and U.S. Championships, as well as multiple National Qualifying Meets throughout the year. Junior and Senior National Teams are selected based on performance at the U.S. Championships. These athletes then compete at the World Championships. In Olympic years, elite gymnasts compete at the Summer Olympics.
The Talent Opportunity Program (TOPs) seeks to identify talented female gymnasts aged 7–10 for further training up to the elite level. It consists of regional performance evaluations followed by a national test of physical abilities and basic gymnastics skills in October of each year, culminating a national training camp in December.
The Women's Artistic program—comprising the events vaultuneven barsbalance beam, and floor exercise—is by far the most well-known to the public, with several nationally televised competitions .
USA Gymnastics is responsible for selecting and training national teams for the Olympic Games and World Championships. The mission of USA Gymnastics is to encourage participation and the pursuit of excellence in all aspects of gymnastics. The USATF operates the same way. They select the national representatives. The USOC does not choose!
Taking part in the Olympic Games is every athlete’s dream, and requires huge amounts of determination and long years of training. It is a disgrace to read about the administrative “BACHANAL” ignominy. The TTOC was despicable in its approach to an understanding of the gymnastic situation and applicable laws of good governance or the concept of jurisprudence.

Athletes must first comply with the Olympic Charter and follow the rules of the International Federation (IF) governing their sport. The  IFs establish the rules and organize qualifying events, while the National Olympic Committee (NOC) of the athlete’s country supports the athlete and is responsible for entering them for the Games
National Olympic Committees (NOCs) exist in the different countries of the world. They are one of the three constituents of the Olympic Movement, alongside the International Olympic Committee (IOC) and the International Sports Federations (IFs).

The NOCs’ mission is to develop, promote and protect the Olympic Movement in their respective country, in accordance with the Olympic Charter. Professionals who do not update their chosen path should get out of the system. The TTOC did not follow the legal process when they emotionally jumped in the frying pan. Brian Lewis Published: Tuesday, April 29, 2014 “We are what we repeatedly do.”
 By warning to invoke clause 13 of the TTOC’S constitution the TTOC has Threatened the TTGA, who reacted by calling their bluff. They were prematurely discussing the matter on the media. Mr. Brian Lewis published, April 29, 2014 “It’s always important for a national sport organization to determine what it stands for. What should be the basis for determining what a sport stands for? Should any such declaration be rooted in its brand heritage and values, and the day-to-day reality of what matters most to its primary stakeholders?”
 
The TTOC acted Completely out of its’ jurisdiction by rendering an opinion without knowledge of the controversy or existing conflict by extension please note how other people do things.
The USA Gymnastics is the sole national governing body for the sport of gymnastics in the United States. This designation comes from the U.S. Olympic Committee, and the International Gymnastics Federation (FIG). USA Gymnastics sets the rules and policies that govern gymnastics in the United States. USA Gymnastics has many responsibilities, including selecting and training the U.S. Gymnastics Teams for Olympic Games and World Championships; promoting and developing gymnastics on a grassroots and national level; and serving as a resource center for member clubs, fans and gymnasts throughout the United States. The organization has programs in artistic gymnastics, rhythmic gymnastics, trampoline and tumbling and acrobatic gymnastics.
USA Gymnastics is governed by a Board of Directors that provide long-term strategic planning
A local analysist commented: “TTOC lacks cojones, the leadership is unable to make 'principle-based decisions, it's inept, lacks credibility, and has compromised any moral compass if there ever was one. TTOC President has legitimized the TTGF and set the bar of ethics at the lowest ebb. The President and his board decisions must be challenged.”
